The $10 million Complete Care Community Hospital at 4642 N. Mesa St., in West Central El Paso, closed in August — only six months after opening. The chief executive officer of Complete Care, a Dallas company operating freestanding emergency rooms in Texas, blamed the closure mostly on big reductions in reimbursements from insurance providers. However, that was mostly related to problems with the way insurance companies were classifying and paying for emergency cases.
